Company History

The Original Water System of the Municipality of Isabel was constructed by the DPWH sometimes in 1973 and operated by the now-defunct Poblacion Isabel Waterworks Association (POBISA). POBISA was formed in 1984 providing level III water service to the water needs of the municipal proper and its populace. Furthermore, in 1992, POBISA was turned over by the Local Government Unit to the newly formed Isabel Water District (IWD) thru the passage of Sangguniang Bayan Resolution No. 30 on August 28, 1992 of the Municipality of Isabel, Leyte. It operates on the powers and authority conferred to it by PD 198, otherwise known as the Provincial water utilities act of 1973, as amended by PD 768 and PD 1479. Isabel Water District (IWD) is a Government Owned and Controlled Corporation (GOCC) by virtue of the Supreme Court decision dated September 13, 1991, Davao WD vs. CSC. Being a Government Owned and Controlled Corporation (GOCC) Isabel Water District (IWD) is under the supervision of the Local Water Utilities Administration (LWUA), a national government agency under the office of the President of the Philippines which provides financial, technical and regulatory services for the development of all Water District in the countryside. IWD was granted of a Conditional Certificate of Conformance (CCC) No. 521 by the LWUA on June 9, 1993 and re-issued on February 2, 2004. Furthermore; IWD is under the control of national government agencies like Government Services Insurance System (GSIS) for employees insurance coverage, Civil Service Commission (CSC) for personnel appointments and other personnel action, the Department of Budget and Management (DBM) for the personnel plantilla and benefits and the Commission on Audit (COA) for accounting procedures and financial transactions adopted by the water districts, the National Water Resource Board (NWRB) for its water rights/permits, the Environmental Management Bureau of the Department of Environment and Natural Resources (EMB-DENR) for its Environmental Compliance, the Bureau of Internal Revenue (BIR) for its corresponding government taxes, the Bureau of Treasury (BoT) for its financial/cash bonds and the Office of the Government Corporate Council (OGCC) for its corporate legal matters. Isabel Water District (IWD) having complied the documentary requirements for evaluation by the Local Water Utilities Administration (LWUA) pursuant to Department of Budget Management (DBM) Circular Letter no. 2011-01, dated November 18, 2011, re: Revised Local Water District Manual on Categorization, Re-categorization and Other Related Matters (LWD-MaCRO) was categorized as Category D Water District effective March 2012. As a result, the DBM approved the Organizational Structure and Staffing Pattern (OS/SP) of IWD with a total of 32 positions consistent with the Model Organizational Structure/Staffing pattern for Category D water district. Isabel Water District (IWD) is a government entity providing public service in the Municipality of Isabel, independent, autonomous from any Local Government. It operates as a non-stock, non-profit corporation in a self-supporting, self-reliant, business-liked and manner having no subsidy, grant or budgetary allocation from any national or local government. For 14 years from its creation, water supply of IWD had been totally dependent to Bulk Water Supply from LIDE Management Corporation (LMC). It was only in the year 2006 when the Water District operated its first owned water supply facilities for the water service in the peninsula area covering Brgy. Bantigue and Brgy.Antipolo. By the year 2008, the water district commissioned its first deep well source in SitioTaluan, Brgy. Consolacion serving the Poblacion Area and resulting to 40% independency from Bulk Water supplier. It was only in the year 2011 when the water district implemented and completed its first major infrastructure project that comprises the construction of a 300 cu.m. concrete ground reservoir in SitioTaluan from its internally generated fund. IWD’s Board of Directors consist of 5 members representing the Professional, Education, Business, Civic and Women Sector with 6 years term each on a 2 year interval appointed by the Local Chief Executive of Isabel, Leyte.

Legal Mandates

Pursuant to the Presidential Decree 198 as amended by PD 768, 1479 and RA 9286, the Isabel Water District was formed for the following purpose:
1. Acquiring, installing, improving, maintaining and operating water supply and distribution systems for domestic, industrial, municipal and agricultural uses for residents and lands within the political boundaries of the Municipality of Isabel.
2. To manage efficiently water resources for the effective delivery of water services to its service area of coverage.
3. To provide safe, affordable and adequate water to concessionaires within the service coverage area.
4. Providing, maintaining and operating wastewater collection, treatment and disposal facilities;
5. Conducting such other functions and operations incidental to the water resources development, utilization and disposal within such districts, as are necessary or incidental to said purpose.

To evolve as dynamic provider of Level III Municipal Water Service to help uplift the quality of life and enhance economic activities in its service area anchored on the commitment and motivation to provide quality service to its consumers.
